What this means in Orkney
We will use public and anchor spending to grow local supply chains, create fair work and maximise social and environmental value. Together we’ll define best value in ways that recognise price and local community benefit, including net zero outcomes.

Our starting point

  • Community planning partners already have procurement policies that can prioritise Fair Work First and net zero; OIC and NHS Orkney promote local spending where viable.
  • Around 41% of OIC’s £67m annual procurement (2022–23) is with Orkney businesses or firms with a local presence, giving us a strong base to build from.

Priorities 2025–2030

  • Establish a Procurement Leads Network to coordinate shared approaches and targets.
  • Agree a shared definition of best value and refine how we balance cost and social value.
  • Grow local supply chains: identify goods/services that can be sourced locally; run “meet the buyer” events; help SMEs register with Scotland Excel; review processes for small suppliers.
  • Support local spending by households: partner with BID and sector groups on Love Local‑style campaigns.
  • Build a circular economy: launch a repair‑and‑reuse directory and strengthen the Orkney Circular Economy Network.

Key examples

  • Joint food procurement enabling local jobs: OIC and NHS Orkney split school and hospital catering tenders into smaller lots—opening the door for local providers and supporting fair work locally.
  • EMEC’s local ripple effects: The European Marine Energy Centre has drawn investment, created jobs and used local suppliers, contributing over £130m to Orkney’s economy over two decades.

  • Businesses & social enterprises: Join supplier readiness workshops; sign up for meet‑the‑buyer events; talk to Business Gateway/HIE about scaling to meet local demand.
  • Residents & visitors: Choose Orkney first—look for the BID gift card, Orkney Food & Drink producers, and repair‑and‑reuse options.
  • Community groups: Tell us which local products or services could be grown with the right support.
